Naha Police arrested the owner of a brothel in Naha City on Apt. 28th on suspicion of violating the Child Welfare Act.

Police say they arrested 23-year-old Eiki Higa on charges of violating the Child Welfare Act, because he was found to have two underage girls, including one junior high school student, to engage in indecent acts in his business while knowing they were under 18 years of age.

Higa denies the charges claiming. “I did not think the girls were under 18.”

The guardian of the junior high school girl brought the case to the attention of the police.

Investigators say Higa employed a14-year-old junior high school girl and an unemployed 15-year-old girl as prostitutes in his business police describes as a brothel in Matsuyama, Naha City, from Mar. 29th through Apr. 21st.

The police are continuing the investigation in order to clarify the role of a manager of the cat house who is suspected of conspiring with Higa to employ the two girls.
