Urasoe Police arrested a 41-year old man on initial suspicion of breaking local anti-nuisance ordinance.

According to police, they arrested Ryo Makina on Thursday after the mother of a 6-year-old girl found him videotaping under the girl’s skirt at a public facility in Urasoe City.

Police suspect Makina shot a video under the skirt of the child by hiding a small video camera inside a bag, and sneaking up to the child from behind.

The child’s mother noticed what he was doing and called him out, but he ran away. The mother then called police who arrested Makina based on the mother’s description.
