Naha Police arrested a Naha City civil servant Monday on suspicion of trying to take photos up women’s skirts.

According to police, 39-year-old Jin Kohagura, a civil servant at Naha City Office was arrested after he entered a shopping center in Omoromachi, Monday afternoon, and allegedly tried to shoot a picture of a female shopper’s underwear..

Police say Kohagura approached the woman shopper from behind trying to sneak a photo up her skirt with a smart phone fixed on top of his shoe. A male shopper saw what he was doing and stopped him. No photos were taken.

Naha Mayor Mikiko Shiroma said, “We will take a stern disciplinary action against him if he’s convicted of the offense.”
